A white paper is a report or a guide that informs readers concisely about a complex issue in an effort to solve a problem or make a decision. An effective white paper uses facts, logic, and empirical evidence to promote a specific solution to the identified problem. White papers are an important economic policy-making tool and are ubiquitous in many economic and policy arenas. Be sure to include a “hook” to get the reader’s attention. Background: A white paper needs to provide readers with general background information of a particular issue to support the need for change. A good strategy here is to point out problems from the perspective of the person(s) most affected by this issue. [Please address the domains of access, cost, and quality as separate subheadings!] Access: What are the access to care problems related to this issue? Cost: What is the cost of this issue to the individual? To the health care system? To the U.S. economy? Quality: What is the effect this issue has on health care quality? Solution: Propose a solution to the problem you have identified. Be sure to clearly articulate your proposal, so that it could be understood by a novice reader (most legislators are minimally familiar with health care). Stakeholders: Stakeholders are the parties who have a stake in the outcome of a decision. Economic proposals that do not adequately address the needs of key stakeholders are doomed to fail. Be sure you identify all key stakeholders with an interest in your issue, whether they are a minor or major stakeholder, and whether you anticipate they would be in support or opposition (and why) to your proposed solution.
