A good strategy here is to point out problems from the perspective of the person(s) most affected by this issue. [Please address the domains of access, cost, and quality as separate subheadings!] Access: What are the access to care problems related to this issue? Cost: What is the cost of this issue to the individual? To the health care system? To the U.S. economy? Quality: What is the effect this issue has on health care quality? Solution: Propose a solution to the problem you have identified. Be sure to clearly articulate your proposal, so that it could be understood by a novice reader (most legislators are minimally familiar with health care). Stakeholders: Stakeholders are the parties who have a stake in the outcome of a decision. Economic proposals that do not adequately address the needs of key stakeholders are doomed to fail. Be sure you identify all key stakeholders with an interest in your issue, whether they are a minor or major stakeholder, and whether you anticipate they would be in support or opposition (and why) to your proposed solution.
